Interstellar mercenaries, much like interstellar pirates, were considered scattered organizations. Each team's size varied, ranging from one person to tens of thousands. Simply put, these were organizations that worked for money, taking on almost any job. Since many mercenaries were former interstellar pirates, they dared to accept nearly any task as long as the price was right. Therefore, it was not unusual for interstellar mercenaries to be wanted by the Federation Government.
Occasionally, the Federation Government also had certain matters that were inconvenient for them to handle directly, so they anonymously hired mercenaries to resolve them. Consequently, the relationship between the Federation Government and the Mercenary Alliance was complicated and hard to describe in a word.
