Who was the man? He called Arther, "little brother." Was he Arther's brother?"

"I...I don't know..." Cecil got too nervous to talk smoothly.
Everyone saluted to him with the eyes when he passed through. When he walked into the castle, maids walked to him to take his coat, sunglasses, and belt. They called this man, respectfully, "Mr. Norman."
Finally, the man only wore a black T-shirt and pants. He took off the military boots and wore a pair of slippers.
All of a sudden, he became less serious. At the moment, he looked like a relaxing man idling at home.
He never turned around. Edie couldn't see his face.
Then the man went upstairs directly. Someone led Edie and Cecil to the living room. Soon, Arther came to the living room.
"What are you here?"
"Mr....Mr.Norman allows us to get in... he took the helicopter. I saw everyone here saluting to him. Who is he?" Cecil asked excitingly.
