Walking down on a long hallway that is only lit up by a few lights laying on the floor, Head Chief Kojou then strode along the path while being followed by dozen of black suited soldiers
As he marched down the path he then came infront of a cold metal door which leads to the meeting room wherein the meet up of various upper echelon was being held
With a sigh he then normally and calmly entered the room with no further ado and stared up at the various projected people plastered on every screen
Per normal all screen was lit up as it indicated that all the leaders in various countries whether big or small, poor or rich was online for the meeting being held
For a time it was one of the moments where exactly all the upper echelons were present despite their circumstances
As he entered the room his guards immediately walked out of it as Head Chief Kojou listened to the ongoing topic that is being layer out everywhere
"Rebels all over the world is really troublesome arent they?"
"Yeah your right! Especially for Myanmar, Vietnam, Japan, and the Philippines... how can I say... the people there are really battle born"
"Aside from that there is also some rumor that there are ordinary people helping such espers"
"But we did managed to make them look like an enemy of the society, all in all our image to the public is quite good if I do say so myself"
"Regarding the government of various countries, we either let some corrupt people in on our secret or we just have to cover up our real intentions to look good... nevertheless some of them still dare to look us up, seems like they are more cautious than you think"

At that moment Head Chief Kojou looked up towards those screens and spoke up
"Thats why I ask for permission on the use of subject no. 001"

"Aside from this numbered espers! I clearly knew that you various upper echelons are hiding some of your espers from registering them completely to serve as a trump card towards the other competeting forces, in fact if I say that then it wouldn't be a mere 150 espers that we currently have but more like 856 espers in our hands, and only about a miniscule of them are registered... tell me your also quite cautious arent you?"
Hearing that all of them were flabbergasted as they eyed Head Chief Kojou and was confused on how he could know such Information about them
"You've done some investigation... and what would this help you on doing? Are you planning on making each one of us betray each other? You must be out of your mind"
"Nope! I'm not trying that! In fact im just holding on to such information if needed, in fact after I saw how much capability subject no. 099 have, I can conclude that he can indeed cemetery eliminate our organization in this country and nothing can stop him... very much your conclusion" replied Head Chief Kojou
"What are you unto?"
"Im saying that you guys need to give permission to me in utilizing subject no. 001 or else it would be all to late" said Head Chief Kojou
"Too late? How can we be too late? In fact they haven't shown any signs of retaliation yet! Now your saying its too late? What kind of idiotic thought you had in mind?"
Hearing that Head Chief Kojou gave a sigh as he glanced at them
"You old fools! Didn't you notice our advantage towards them have been taken away! We can't even locate them anymore despite searching the whole globe through our scanners, its like they've disappeared into thin air! Wjats more is that its been two days since then and yet we couldn't even find a miniscule of their existence in earth!"
At that moment various upper echelons were alarmed
"Not even a speck of their existence? Thats impossible! This feels just like the disappearance of subject no. 099 from us for one year!"
"That's why I need subject no. 001 to look into this, after all even our researchers or information holders couldn't even compute what just happened to trigger their sudden disappearance, if this is not dealt with then we can say is that they'll have an upper hand on us" said Head Chief Kojou
"On you! Not on us! He's targeting your branch not ours" said one of the upper echelons
"Doesn't make any difference! Do you think he will just stand by after destroying us? I say that is a negative! Base on his behavior that I observed throughout the operation, he might as well destroy all of the organizations branch all over the world! Hes not afraid of making enemies of all of us, its like he already experience worse than this" argued Head Chief Kojou
With that all of them were silenced for awhile as they looked at each other and started talking through their decision
"I think lending him subject no. 001 could really help us in this situation, if proved that such method is a succes on suppressing subject no. 099 then we can also apply such method on the various countries to completely eliminate all the rebels hiding in the dark"
"I also agree to that! Plus were just going to lend it to him for a few days not years... so whats harm could it dealt to us?"
Upon hearing that a heated debate then came afterwards as various opinions varied throughout the area
"Are you fools crazy? Lending him subject no. 001 is like lending power plus a tactical mankind destroyer towards a single person, excluding a year, he could delay with us in just few days"
"Thats not what we're saying!!! Since everyone here is trustworthy of some sort, then we could atleast have enough trust to actually end this by lending him subject no. 001... dont you want to see all the rebellious act end?"
"Some sort is not enough of a guarantee"
"Just what sort of guarantee do you want?"
"Absolute sure! after all everyone of us are just gathering here for a common goal, but all of us have different agenda, by time many of us left, die, or forcefully change due to our results in conducting this organization... all of you know and have witnessed that firsthand yourself, in fact we have about little connections between us yet we vary from each other... trust doesn't build up just because your in the same organization... there will always be a black sheep among the flock of white sheep"
At that moment everyone then became silent as they ponder about something of their decision
After all having subject no. 001 move have its own merit and demerit for them in case scenario changed
But as everyone was pondering about such a thing, America's upper echelon and the core organization of G.E.N.O.S suddenly spoke up in a calm manner and imposing voice
"Lend it to him!"
"!!!"
Upon hearing that various upper echelons have mixed emotions about the sudden decision made by the upper echelon of the core base in America
"Are you serious? That decision could spell doom for us all! You need to think this through! This decision needs precise time for it to be needed to be done, you can't just suddenly lend it to him by a mere thought of it!"
"Whats your opinion on this? Surely you must have thought of something for you just to decide that!"
At that the upper echelon of America core base then said
"I do! Since I want to end this, then all I have to do is lend subject no. 001 to him, in fact the merit upon this operation isn't that big at all, for a fact if subject no. 001 ever go rogue then we can just have subject no. 000 take care of him, after all you all know aside from subject no. 001, subject no. 000 is also an existence that cannot be provoked, through that we can rest assure everything that as long subject no. 000 is intact then we can deal with any problem"
Upon stating that various upper echelon became silenced as they looked at each other on their faces
After a few more minutes of silence it was then decided that subject no. 001 will be handed to the Japan branch to deal with the troublesome subject no. 099
With that decision concluded then the whole meeting was then dismissed by the lead of the America's upper echelon
Following that Head Chief Kojou sighed inwardly as he felt that a sudden burden was then lifted off his shoulder as he prepared for the arrival of subject no. 001
After exiting the room, Head Chief Kojou then strodded out of the way as he went to supervise other stuff inside the base while expecting for the sudden retaliation of subject no. 099's group
After all the advantage was suddenly taken from them, the moment Kaido and the group vanished from the encirclement that they prepared with careful process

After a 4 days have passed a private plane then landed down on the airport as it was immediately greeted by the various executive of the Japan G.E.N.O.S branch unit
Following them of course Head Chief Kojou was also among the group as he bypass all executives and led them
Soon after as the door opened and the stairs placed, subject no. 001 then walked out from the private plane as its long black hair that reaches his back and covers his face was blown sideways by the wind
But with its cold stare with its golden eyes he then looked around as he felt the whole environment of this foreign country called Japan
At that moment Head Chief Kojou greeted him
"Subject no. 001 welcome to Japan!"
