"You're wrong there," Kirk said firmly. "I have seen no sign of a pending revolt in Northern California. As a matter of fact, I've visited a couple of districts this very morning. I was very impressed by how well things were going there. Really impressed. Did I miss something? Are you telling me I'm blind?"
"No," said Libby Placek. "But maybe I should remind you that you are the governor of the entire California territory. That includes Southern California."
Kirk drew himself up stiffly.
"And I should remind you that being the governor of all of California, I automatically assumed the revolution you're talking about was to affect the whole territory," he said.
