He assumed those soldiers would be the soldiers from Nilis Continent.
He could assume that because of their Martial Kings. They even had peak Martial Kings in their helm, so he thought Nilis Continent should have higher base energy than his Willow Continent. With that level of energy, birthing soldiers equal to the Zhou Kingdom should be easy.
Of course, they would also need time to cultivate them, but with how grand the scale of this invasion was. He felt they had enough time to prepare all of it, resulting in those soldiers.
