spoke none other than Count Witters, the Deputy Minister of the Austrian Treasury, a powerful figure who ranked among the top thirty in the Vienna Government.
The other individuals in the room were naturally no ordinary people either. Aside from Sir Ledyard, responsible for external communications, the rest were senior government officials.
