Chapter 134 - Punishments

Logan sighed after having done his fifth pile of paperwork. it had been just under three days since he had arrived at Kuo Kuana. Since then, he had been doing nothing but the paperwork needed to get Menagerie established as a Kingdom with Kuo Kuana as the capital. An arduous task for the old Menagerie, but a minor one for the one of today. What was once just dense residential areas and expansive markets, became something like Logan's old world's Rome with a modern take on it.

But that was beside the point, Logan had been none stop working on getting everything ready for when Menagerie was welcomed onto the council. A lot of the paperwork had to be done in triplicate and some of it required certain laws to be put into place before it could happen. Some of which would not be enforced due to their innate nature against Faunus kind. A few were outright rejected due to how they were required to have certain individuals in positions of power.

Kali: "Here you go Logan, some fresh coffee." Kali spoke up getting Logan's attention away from a pile he was working on, offering him a cup of coffee.

Logan: "Thank you, Kali." Logan said as he took the offered cup. "Without this, I would be three or more days behind."

Ghira: "Nonsense, without you, this would never have happened, and we'll still be considered a colony of animals." Ghira spoke up from his desk where he was working at. "The entire continent of Menagerie owes you a debt of gratitude."

Logan: "Then why are you making me help you with all the paperwork?" Logan asked. "I know you have secretaries that are willing to help you with it all."

Sienna: "It's your fault." Sienna said as she came in to grab another stack of completed documents. "This is all due to your planners you left here for us. The least you can do is use that authority as the only SSS-rank Huntsmen to help us out. Plus, they already are. They're working on the more mundane stacks down in their offices, which is just about as much as we have here." She chuckled when she saw his disgruntled look. "Be happy, if you weren't a Huntsmen, this would have been doubled at the least. And since the council knows you're behind Menagerie's prosperity, they've lightened the amount quite a bit.

Logan: "Me and my bleeding heart." Logan fake cried while throwing his hand over his forehead.

They chuckled at Logan's act before getting back to work. The day soon ended and night fell as Logan and Ghira still worked on paperwork. Soon, the two of them called it a night after they saw it was close to midnight. Ghira left first and Logan said he'll turn in after he finishes the stack he was currently working on, being only a few pages left. Ghira bid Logan a good night and left the office right after, muttering about not wanting to sleep on the couch again.

Logan sighed and stretched after he put away the last sheet he was writing on. He then looked out the window that sat behind Ghira's desk. Gazing at the broken moon as it illuminated the office more than the lights did, Logan thought of Glynda and Dorothy. A tired smile made itself known on Logan's lips as he stood.

Logan: 'One day, when everything is more stable and safer, I'll bring them here.' Logan thought as he left the office. 'Maybe build a nice house here with a view of the ocean and a good amount of land for Dorothy to run around on with maybe some siblings.' He sighed happily, "One day."

Logan hadn't even walked more than thirty feet when he heard a whistling sound. The next thing he knew, the office behind him exploded in a ball of flames. Logan whipped his head to where he heard the whistling come from. There, floating above the city, was a Manta craft painted dark blue with several others. When he saw the rest of the crafts open up, Logan acted.

Without wasting any time, Logan will the flames to him and shot them up at the aircrafts, taking two down almost instantly. They dispersed and flew off as Black fangs rushed out of the secret tunnels in the town but not before sending out more bombs. Logan ordered the first group that found him to check for any injured and to send a group or two to follow after him while manipulating the flames to disperse. Logan then flew up with white flames trailing brightly behind him as he flew towards where the two Manta craft crash-landed.

When Logan got there, he found several Humans pulling themselves out of the wreckage of the two crafts. Logan wasted no time and bound them all in ash and pulled them to him while healing any injuries they had. After all, they couldn't talk if they were dead before Logan could 'talk' to them. When Logan was done, he had ten people bound in ash as a squad of Black fangs found him.

Logan: "Grab one and follow me, we're taking them to the cell underground." Logan ordered the squad. "One of you, run ahead and inform Ghira and Sienna."

BFL: "Mira, you're the fastest here, go!" The leader of the squad shouted an order to one of them who then took off. "The rest of you, grab them and move it!"

Logan slammed his fist down on the table that separated him and one of the people that bombed Kuo Kuana. Not being able to take it anymore, Logan left the interrogation room. Leaving the interrogatee inside and still bound by chains.

Sienna: "Still nothing?" Sienna asked when she saw Logan exit the interrogation room.

Logan: "Mind-controlled, just like the Black Fang team." Logan gruffed out. "After I broke it, they can't remember anything. So far, we got nothing on them. Any luck on the Manta crafts?"

Sienna: "They're type 22s." Sienna told him. "Mass-produced and sold in bulk as transport ships. Easily convertible if one has the ability to do so. Whoever is behind all this sure is smart about it."

Logan: "Whoever is doing this is waging a war against Menagerie." Logan pointed out. "And they just bombed our public offices and caused over a million worth of property damage."

Sienna: "Credit is due where credit is due." Sienna shrugged. "But, whoever they are, wherever they're hiding, we will find them. The people of Menagerie are looking to me, you, and Ghira for answers. They're scared, but hope we'll do something about it."

Logan: "I know." Logan sighed. "Right now we need to focus on rebuilding. From there we announce that Menagerie is now considered a growing Kingdom with the support of the rest of them. Then we can focus on finding out who would go to war with us and want to."

Sienna: "They need someone to ease their fears now, Logan." Sienna said as she laid a hand on Logan's shoulder. "We can't let their fear get too much higher or we let Grimm come rushing towards our borders more than ever."

Logan sighed as he knew that she was right. He needs to address their fears or risk more Grimm rushing towards Kuo Kuana. Life was already hard for the people of Menagerie before all the reforms Logan's plans had introduced. Now, while more manageable, it was still a hard-working life for them.

Logan: "I'll give a speech." Logan spoke up after a moment of silence.

Sienna: "What will you tell them?" Sienna asked, a bit unsure of what Logan was planning to do.

Logan: "The truth." Logan told her, making Sienna's eyes go wide. "It's what everyone needs to know. Not empty promises or white lies. But the honest truth."

Sienna: "Are you sure?" Sienna asked, worried about the possible repercussions.

Logan: "It will be tuff to swallow, but it needs to be done." Logan sighed.

Sienna: "I'll get everything ready, you... you just prepare for any backlash you're gonna get." Sienna told Logan before hurrying off to get everything prepared.

Logan sighed again, knowing it was going to be a sh*t-show. But it was one that needed to be had. With the way Kuo Kuana was at the moment, it could quickly turn into a powder keg that could ignite over any little thing. And right now, Logan needed to do something to save the people from that. Buildings could be rebuilt, but the lives of the people could not.

Logan: "It's always one thing after another." Logan grumbled under his breath. "It's like my life is some bad fan-fic."

Twelve hours had passed since the bombing of the public offices. Since then, Logan had been going around and healing those that were hurt during the bombing. Healing those he could while morning the loss of life from those he couldn't. In the end, thirteen people lost their lives in the bombing. Eight adults, three kids. One of the adults was pregnant with twins.

Logan: 'Karma bless them,' Logan prayed as he attended the funerals of those that lost their lives. 'Karma bless them so that their next lives will be peaceful.'

.

Once the funerals were over, the attendees dispersed. Work needed to be done and morning could be done later. As such was the way of Remnant when survival takes the forefront of everyone's mind. The dead get to sleep peacefully in death while the living still suffers from the reality of the harshness of the world.

Logan stood there still, with those that were left behind. For they were either family or loved ones. Soon, rain began to fall from the sky. Covering those who were crying from the loss. Be it parents, loved ones, or kids. But even after they left to try to rebuild their lives, Logan stayed. Due to his nature, be it his semblance, his magic, or even both; the loss was hard on him.

Logan: 'It's my abilities.' Logan told himself. 'I never knew them, so it has to be my abilities.'

Ghira: "You did all you could, Logan." Ghira said as he walked up to Logan, umbrella in hand.

Logan: "I know." Logan spoke but trailed off.

Ghira: "Let's get inside, Logan." Ghira said, seeing that Logan was taking the deaths hard. "Come one, let's go."

Ghira guided Logan away and into his house. Logan seeing that his dampness would make a mess for Kali to clean up quickly flamed himself dry. Ghira chuckled when he saw that then sighed. Ghira understood that it was Logan's semblance that made him feel bad about the deaths. It wasn't just the deaths that hit Logan hard, it was the hope that was damaged along with them that did it. Even if Logan denied it, that was the truth.

Ghira understood that Logan's semblance didn't just bring him great power and abilities, but also great conflict with its direct opposite, Death. The fight he had with Attila during the Vital Festival show just how much Logan hated killing. He may be able to make that decision to kill, but the hate he held for the act was hard on him.

After getting settled, the two had tea where Ghira did his best to get Logan out of his funk.

The next day came around faster than Logan would have liked. Having gotten out of his funk, now Logan was faced with giving a speech to the entirety of Kuo Kuana and the surrounding farms. A speech that would direct the entire population of Menagerie. Logan sighed as he took a mic that was wired to speakers throughout the entire city. He knew that the words he was going to speak would change Menagerie and how Remnant was going to view them from there on out.

So, taking a deep breath, Logan started speaking into the mic.

Logan: "Anima, Menagerie, Sanus, and Solitas..."
