He paused, letting his words sink in before continuing. "We wish to establish our own prefecture, independent of the Red Mist Prefecture. Sand Village will lead this new entity, and we invite you all to join us in this endeavor."
A murmur of surprise and curiosity swept through the room. Eldar's declaration was bold, and its implications were vast. To solidify his proposal, Eldar had come prepared with gifts. The other elder nodded in agreement. "Yes, the opportunity to form a new prefecture is too great to pass up. We believe this will benefit us all."

Eldar's eyes gleamed with determination. "Hamza, the Red Mist Prefecture has grown complacent. They take more than they give. Hamza shook his head. "True freedom does not come from isolation, but from unity. Splitting from the Red Mist Prefecture will make us vulnerable. We will face resistance, possibly even conflict. Have you considered the cost of such a move?"
