First, the Laws:
They are divided into three categories (Base Laws, Higher Laws, Primal Laws) and five levels (Beginning, Intermediate, Advanced, Wielding, Embodiment). A cultivator can theoretically achieve Wielding in all Laws. However, they can only reach Embodiment in one.
Above those five levels, Primal Law Embodiments have a chance to achieve Transcendence in their chosen Law, which, among other things, gives them the right to start over and pursue All-Transcendence.

Supremacy:
There are three layers of Supremacy, each disconnected.
All-Transcendence, Nothingness, Infiniteness.
Any that achieve Supremacy in one layer can call themselves Supreme.
One layer: Supreme (Dharma Lord Tier)
Two layers: High Supreme (Regretless Tier)
Three layers: Almighty Supreme
Supremes can squash Primordial Deities. High Supremes can squash Supremes, Almighty Supremes can squash all. There is currently "no" Almighty Supreme. Therefore, Regretless, as the only High Supreme, can dominate the omniverse and rule the Firmament.
