They had settled on a plan to start with. The first thing he did was purchase various sizes of blank picket signs. He allowed the homeless to write their words that they wanted to be heard. He knew that this would begin the first wave. The media would definitely grab onto this near immediately.
The question was, with their eyes else where, how quickly would the government be able to cover it up? Would they try to hide these protests? Would they gun down innocents who didn't resort to violence in the supposed accusation of freedom?
As he watched the men and women in the pews writing words, Vycter glanced over their shoulders. His eyes glistening with what he saw.
"Give me back my son!"
"Return my daughter to me!"
"Stop the War!"
"Take Responsibility!"
"Give me a new arm, compensate me for my service!"
"The Government is for protecting the people, The People are not plunderable assets for the Government's abuse!"
He could feel the hatred seething off of these people who were proudly at work. He glanced over his shoulder towards the girls who were talking with the other runaways and deserters. Rin and Eni were going out of their way to train them in basic self-defense in the main hall outside of the praying area.
Letting out a quiet sigh of relief, it seemed like it was moving rather smoothly in the beginning. He was happy no one had escaped the Cathedral earlier when they caught onto his scheme. Now he had everyone under his whim. The only thing that would make things go south is if there was a police raid.
He already began noticing the movements of the patrols changing. There were gatherings of soldiers and police officers in the north end of the town, on the complete opposite side. It was strange to see this considering the blue dot was out on patrol around that area as well. He didn't even come over to dispense news at the drop zone.
Though he had seen a dot go over to the news paper machine, he couldn't really trust it. That was when suddenly the dot that went over to the news machine crept up to the front door of the Cathedral.
Tilting his head slightly he walked away from the pews and quickly passed his lieutenants who raised their own brow in curiosity of what he was doing. However they continued to follow the orders they were given. The only one following him around was Ceilia, as if she was his secretary or handler.
That's when the large front door would creak open very slowly, a few seconds later a head popped in full of long blond hair and fox-like ears twitching on top of her head. The girl's clothes were in worse shape than the homeless, as could be seen as she stepped inside. The dress she wore looked to be around six generations old, torn and stained, held together by mere threads.
Vycter's eyes stared at those ears thought for a few moments before roaming down to her face. The girl had a pair of bright orange eyes with slit shaped pupils, her breasts likely evident. Though she was definitely baby faced and he couldn't tell how old she was by just looking at her.
Then there was a voice which abruptly entered their ears, as sweet as apple butter. "Um… uh… Hello," It was clear she was here to find shelter, but what she saw when she entered the Cathedral didn't seem to be ordinary. "Why are there soldiers here?" Her lips were quivering as she made a quick turn in an attempt to get the door open again.
However as soon as she grasped the door, she felt someone grab her tail. Her face turned red and she felt a heavy tug. Seconds later she was skidding across the newly cleaned tiled floors until she hit an elevated step which ceased her slide.
Laying on her side, she looked up towards the man who was a little over a foot taller than herself. She was around four foot eleven inches. Though her proportions made her look really slender. The very design of her physique was based around agility and extreme flexibility.
She shook where she lay, staring up at the man as he walked over to her and knelt down. Reaching over towards the pouch which was around her waist, he would take out what looked like an Identification chip.
Pressing a small button on it, it revealed her personal information on a holographic interface.

Vycter stared at the card for a few moments before putting it back into the pouch and ruffling the top of her head. This caused her to slowly stop shaking and smile with quivering lips. She didn't trust him at all.
Lextra's eyes darted over towards Ceilia pleadingly, but there was no response of any kind. Ceilia's attention was solely on the man who was ruffling the fox's head.
Making a pouty expression, she went to swat his hand off her head, only for him to grasp her hair and pull her to her feet. It was abrupt and painful as he stood up and brought her up with him. If he had pulled any harder, he would have definitely taken out a handful of her straight golden locks.
However he didn't let go of her hair, even as she whimpered. "Why're you being so cruel?" Her childish voice almost made it seem as if she was about to start crying.
"Just come with me," Vycter interjected as he pulled her along the isle between the pews and towards the stairwell to the office he had been in before. Once they entered the stairwell however, he closed the door behind them once Ceilia came in.
"Why are you here?" The man shoved her against the wall, pinning her there with his knee against her thigh.
Her eyes are wide, wider than a normal humans. At first she looked scared, ready to fall to her knees. She felt that she had no escape, she couldn't run. From what she could sense from her surroundings was that the people here had similar discrepancies and habits. As if they had been mentally conditioned and partially changed.
"For shelter," she spouted as she believed the only way to avoid being roughed up was to tell the truth. However the look in the man's eyes before her didn't look convinced.
Vycter's eyes grew colder as he pinched her chin between his thumb and index finger. Keeping her looking up at him. "Why were you near the newspaper vending machine, hm?" This made the girl's eyes narrow.
While she had indeed been here to get shelter, she had already been given another task by a kind Military Police Officer to drop something off at the nearby Cathedral. She could only stare at him for a few moments before looking over at Ceilia with the same pleading eyes again.
She didn't want to disappoint someone who had given her a simple task. She didn't want to get him in trouble, and she didn't want to get mixed up in it. Yet Ceilia gave no response yet again and just remained there, blocking the door. She even had her phaser readied in her hand and at the ready.
Vycter could recognize the determination in her eyes to conceal the truth of this part of the questioning. She wasn't going to reveal why she was there, though he could just go out there and check it to get his answer. He began to slowly grin, "Message well received."
Blinking as she felt the weight of his knee releasing her thigh, she stared up at him. His thumb would gently part her lips so he could see her canines. Her teeth were generally sharp like that of a foxes. They were also small. He met if she bit him she'd leave a cookie shaped cut in his arm.
She didn't quite understand what he meant by this, but there was some information that allowed her to assume she was being tested? She rubbed her bruised backside from earlier and went to walk away, only for him to grab her by the top of the head and press her against the wall again. "Why!? What'd I do now!?" She beseech an answer for why he was rough housing her.
"You'll see in a moment…" Vycter stated with a shake of his head.
She could feel a tingling sensation slipping into her mind. "Wha…" Her entire body suddenly tensed, the pain so immense that she was unable to make a sound, only able to open her mouth. Allowing her jaw to quiver until she fell to her knees and collapsed into Vycter's arms.
