The City in the Sky is a magical city for magicians, and magical problems often require magical solutions. As such, the City had three bodies tasked with handling supernatural phenomena beyond the strength of the Municipal Police Departments: The Holy Church of Mt Pathros, The Bounty Hunters' Office, and The Library.
The Church of Mt. Pathros consisted of the combined orthodoxy of the priests that served the 12-god pantheon of Mt Pathros. The Church had an influence on both the North and South Continents (including the Dwarven lands). It consisted of 12 independent sects that each served one of the 12 gods, working under a common papacy and a meritocratic administrative wing. They held daily and weekly masses in their cathedrals, and conducted divine rituals on behalf of congregants.
The 12 sects had warred in past times, but the cycle of demon wars and divine intervention had turned them into the unified front they now showed. This was portrayed in how they built cathedrals and chapels: 12 halls arranged like the arms of a 12-pointed star, and a central Domed Hall with administrative offices. The dome always boasted 12 bell-towers, rang to call members to worship. Members of the church worshipped one or more of the gods, and the church regulated worship of the minor gods (gods in service to the 12 main gods). Priests and Clerics performed ceremonies and rituals on behalf of the believers, most commonly including divine healing and cleansing rituals.
The Chruch maintained an order of clerics specifically trained in divine magics and physical combat. They handled corruption and monsterization cases that occurred when mortals encountered or were abused by magic, or magicians lost control, they were also skilled in combating demonic and necromantic creatures.
They were the first and biggest line of defence between commoners and the blight of the blood moon and the darkness of the night. In the line of duty, the Church of Mt Pathros had acquired one of the most extensive and formidable collections of magical artefacts and had prevented the ascension or manifestation of many demonic and evil entities. In the City in the Sky, their presence was especially necessary since so many things went wrong every day.
The second line of defence was the shadow police force called The Bounty Hunters' Office. The organisation was created and run by the Hunter family, a clan that emerged after the death of the first witch queen about 800,000 years ago. Hunters shared a unique aptitude to detect, hunt, and eliminate supernatural creatures; especially accursed creatures. This was a divinely granted ability making them natural predators of magical beings.
The Bounty Hunter's Office maintained a roster of 700 Official Hunters, and up to 7000 reservists. Of the 700 Hunters, The Bounty Hunters' Office maintained a roster of 49 Demon Hunters. The Bounty Hunter's Office served a city of about 3.8 Billion people, and thus maintained a massive personnel roster of support and logistics, and intelligence staff.
Demon Hunters were stronger and faster and better than normal hunters, with faster healing due to Immortal Demon Blood in their veins (Something shared with Demon Kings and True Devils). These were Hunters who'd performed a ritual that granted the Hunter immortality: tearing out their heart and implanting it in a bond animal. Reciting a verse of blessings and curses in an oath of service completed the ritual.
Demon hunters also had an affinity for dark and evil magic, and though they may not practice it they were extremely keen to its scent. This made them better hunters, but also susceptible to corruption. Demon Hunters were true immortals: immune to complete physical destruction, and capable of recovering from any and all mortal wounds or physical damage; and a high resistance and immunity to magic that also grew with each interaction with magical attacks.
The Demon Hunters of The Bounty Office served as elite operatives against undesirable
magical and supernatural phenomena. As such, the Bounty Hunter's Office gave special attention and resources to each.
Don finally picked up his beeping watch, and immediately a hologram popped up.
"Don?" came the bored drawl.
"Yes?"
"The Office wants you on the case,"
"Can't one of the reservists take the case?"
"No.."
"Hunters?"
"..."
"Junior Demons?"
"... look number 7, Divination says that this case may involve your old friend, Akhubba. So Number 0 said that you should take the job, and Admin doesn't have any objections."
"Have you told Peaches?" he asked, putting on his VR goggles and coat.
"Your Mission Control is being briefed as we speak, they wanted me to get you up to speed while Peaches sets up."
