This maneuver was silently done and was unknown to Yuan Shao and his court, especially as Yuan Shao was preoccupied with the grand wedding of his second son, Yuan Xi.

Cao Cao's strategy was to exploit Yuan Shao's distractions and solidify at the same time increase his power base. He knew that he needed to immediately integrate the domains Zhang Yan had under Yuan Shao's banner as it would be crucial in any future conflict with Yuan Shao.

Zhang Yan controlled a significant portion of land and had a substantial following after his surrender to Yuan Shao. By fully integrating his domain, Cao Cao could bolster his forces and extend his influence without drawing immediate attention.

Fortunately for Cao Cao, the process went smoothly, and within a couple of months, he will control five counties in the north in all but name.
