Giving money. They were all giving money to contribute to the construction cost of $100 billion for each Domed Base. The German government was willing to donate the cost of three Domed Bases. France was willing to donate enough money to build two, and the UK's donation would cover the cost of one and a half bases. Spain, Italy, Switzerland, and other countries were willing to donate a third or half the money it would take to build a base.
After adding everything up and taking Europe as a whole, the construction costs for a total of eight Domed Bases were covered. Most of the developed countries in Europe offered to bear the costs.
That meant that more than 100 billion euros had landed in the pocket of Xing Hai Technologies of those countries' own accord.
