Kennedy spoke to Laz about the things she had encountered ever since taking over the business. Originally it was nothing more than a well organized cartel, but all that changed under her leadership and with the help of some of Laz's friends. While most of what they were still doing was illegal, it was illegal in other ways. Compared to drugs and arms sales, anything having to do with infected involved a much higher risk. In fact, even in the government, they could care less about people pushing drugs on street corners or in schools, as long as everyone involved was human.
