Throughout the past 1,300 years since the establishment of the Supreme Council, only two people were known to have been received by the three arbitrators all together. One was Pope Rosario of the Brilliance Shrine, while the other was the famous Prophet Willen.
The Brilliance Shrine was the only huge force in Anril that could be compared to the Supreme Council. As the pope of the Brilliance Shrine and a Sanctuary powerhouse, Rosario was an elite of Anril, be it in terms of status or power.
As for Prophet Willen, the Son of The Holy Light, his identity was not inferior, either. It was said that he was once Apophis' opponent. Although no one saw the process of them fighting each other, Apophis repeatedly expressed the fact that Willen was stronger than him.
