Perhaps the meeting earlier was only for formalities of the delicate alliance between the Order and SCC. Allan didn't seem to be confident in the Order's dedication, and the Order seemed to be only using SCC to have enough hands. It's not a surprise if they weren't really tight.
SCC had gone down that route and had the demons help out. Hunters were forced to fight alongside the creatures that they vowed to exterminate. The only reason why a skirmish didn't break out was that the demons were too strong for the hunters. The angels were letting them move freely as well.
Now that a rising failed, everyone was back to that square where hunters and demons were enemies. Upon realizing this, the Order sent out people to leash and chain Noah Rocco who could mobilize an entire demon army through one of its generals, Sir Sagan. However, that wasn't needed.
