The blue lights and the exploding boats were not left unnoticed by the police and normal humans. However, a media blackout had been issued so only those who had seen them were able to say anything about it. Even posts in social media and newsgroups were being limited.
Of course, SCC had a hand in that blackout. Like what they had discussed with someone from the police who handled terrorist attacks, exposure was a weapon the terrorist were using against them. Downplaying their attacks to the public would buy them some more time.
Then again, that only applied to these witches. If SCC caught other terrorist groups joining the fun, they would handle them properly.
As for Luca, he stuck with Caseus and the others when they were destroying the boats, and so he didn't have any time to hunt down the witches. However, when he scanned the area, he couldn't find them anymore. He only discovered level six demons hiding in the darkness of the sea.
