Gerken was in charge of the assassination, but Yale was the one who would have to distract the owner of that planet aided by the rest.
Yale's strength was similar to that of the real envoy since it was quite a standard for people with those responsibilities, so he was the only one who could make that role. After all, they could appear then be weaker than they were, but they couldn't appear to be stronger.
