In the fictional city of New York, Dr. B, a sadistic and cruel scientist, has unleashed the savage group of Bloodstain upon the city's citizens in his quest for domination and societal destruction. J.U.D.G.E.M.E.N.T., a heroic squadron of justice-seekers, are determined to save their city from the tyrannical grip of Bloodstain and their unhinged leader, Dr. B. This tale follows the struggle between these two opposing forces as the heroes endeavor to restore law and order and bring the evil scientist to justice.
