He's seen how the current system is unjust and unfair, and he wants to use his control of it to make things better for everyone. That gave him a noble and relatable motivation, and it made his conflict with Everett and Athena even more compelling. Why? Because Athena and Everett wants to control the system and judge it in there own evil way.
