There are 5 types of humans in this world - the Average, the Subnormal, the Abnormal, the Monsters and the Freaks. 

The Average explains itself. The Subnormal are humans that are below average in some manner, making them ineligible for conscription - health-wise, physically, intellectually, etc. The Abnormal are humans that do not conform to general measures - they possess magic, or exceptional brains, or extra limbs like wings or tails. 

The Freaks and Monsters are more complicated. A simple explanation would be - Freaks are like Victor Frankenstein, while Monsters are their creations. These lunatics cause chaos throughout the civilised world, and they get away with it. 

There are many intelligent species in this world, and conflicts are frequent and bloody. It is the Monsters that fight these wars, while the Freaks keep them functioning. 

This story follows a Monster and a Freak, as they uncover a secret that could end the wars forever…
